Raja Mahendra Pratap and Maulana Barkatuallah were present in the delegation of the Berlin committee to Kabul. On 1st December 1915, they formed a provisional government. Raja Mahendra Pratap was the president of the government. Lala Hardayal was associated with the Ghadar movement. Gadar patry was founded in 1913 in San Francisco. Bhai Parmanand, Sohan Singh Bhakna, Har Dayal, Tarak Nath Das, Kartar Singh Sarabha, Abdul Hafiz Mohamed Barakatullah, Rashbehari Bose, and Gulab Kaur were other associates of the Ghadar Movement.
